City Pets Animal Clinic was founded in 1993 by Dr. Tom Frisby and his wife, Margaret. After many successful years running a busy veterinary practice in Toronto, they chose Victoria as the perfect place to begin a new chapter. Soon after arriving, Dr. Tom teamed up with fellow veterinarian Dr. Martin Bear to open a small community veterinary clinic in their new neighbourhood. Built on a shared passion for animals and personalized care, City Pets Animal Clinic quickly became a welcoming place for local pets and their families.

Dr. Tom and Margaret continued caring for local pets and their families for more than 20 years before passing the reins to Dr. Kelli Mulley in 2014. Dr. Mulley had already been serving the local community as a veterinarian for over a decade and brought with her a strong commitment to compassionate, high-quality care.

Since taking over the practice, Dr. Mulley has overseen the development of a completely new and modernized facility, equipped with state-of-the-art surgical, diagnostic, and dental technology. Combined with an exceptional team of Veterinarians and other dedicated animal-loving professionals, we are able to provide high quality care for every patient we see.

While City Pets Animal Clinic has grown and evolved over the years, our commitment to a welcoming, small-community feel has never changed.
